Local Government Reform

Hampshire County Council is entering a significant period of transformation as part of the national programme of Local Government Reform. This page has all the information on the next steps and what to expect.

Local Government Reform, or LGR, will reshape how local services are delivered across the county, creating new opportunities for professionals with experience in transformation, project delivery and public sector change.

Under the proposed reform, Hampshire County Council will be replaced by five new unitary authorities. These names are working titles only, and final names/boundaries will be confirmed later in the legislative process:

  • North Hampshire
  • Mid Hampshire
  • South East Hampshire
  • South West Hampshire
  • Isle of Wight

Hampshire County Council will be formally disbanded on 1 April 2028, with services transferring to the new unitary authorities.

To deliver this large-scale change, Hampshire is recruiting experienced professionals across several workstreams. These roles will collaborate closely with the councils involved, supporting alignment of people, systems, data and locations.

Current priority roles

  • Project Managers

  • Project Officers

  • Project Directors

These roles are central to planning, coordinating and delivering the transition to the new unitary structure.

Future roles as the programme progresses

As the reform moves into later phases, additional opportunities will emerge, including:

  • Data Analysts

  • Data Administrators

  • Administrators

Experience in transformation, change programmes, or local government will be highly advantageous.

All roles will be hybrid, with some travel required for meetings across Hampshire.
